[ECA] 2nd Adhoc ECA-meeting @IPBES-7

dear all

given that some platforms were not able to attend to our first adhoc
ECA-network meeting, we could try to set up another short one in the
margins of IPBES-7 to update all on a possible PESC6 in 2020.

Hope it won't conflict too much with working group sessions. Let's give it
a try
