[Invasive-species] IAS best management practices writing guidance

Hi,

I thought this general report on best practices for IAS
<https://doi.org/10.21436/inbor.14912489> might be of interest to some.  It
dates from 2015 but was recently translated in English.

We basically screened some available best practices to look at the
information they contain and provide some guidance to writing best
management practices for IAS from that. It has been used by agencies and
consultancies in Flanders to draft best management practices for Union List
species.
